We have finally been granted help from Boeing
for a
summer institute in Salamanca in July. That means
that
thanks to the cooperation of Boeing and the Spanish
Ministry of Education 18 teachers are going to
take a
three week course in Salamanca called "Spanish
Language and Culture". Lodging, tuition, meals,
insurance, excursions and cultural activities
are
included in the program. These teachers will
have to
pay only for the travel costs.

III. ORIANA CADMAN REPORTS ON THE PROGRESS
OF THE
STATE FOREIGN LANGUAGE REQUIREMENT IN OREGON'S
STATE
SENATE:
Subject: Legislation
The Senate Education Committee on May 5 voted
unanimously to amend HB 3042 (the proposed repeal
of
the 2-year language requirement) so that, instead,
it retains all provisions of ORS 329.487 ("In
the 21st
Century all Oregonians should be able to communicate
in a second language...") and extends the deadline
for
a 2-year requirement to June 2005. Senator
Verne
Duncan agreed to carry the amended bill to the
Senate.
The amendment, proposed by COFLT (represented
by
Terri Carnes and Bob Willner, with Carl Falsgraf,
President of PNCFL) had the concurrence of the
Oregon
Department of Education and COSA. Strong
testimony on
behalf of the continuing language requirement
was
presented by Board Chairman Bruce O'Neill of
Associated Oregon Industries.
If the Senate approves this amended Bill it would
be
referred, probably, to a Conference Committee
to work
out a version that representatives of both houses
could accept. If they do not reach an agreement
then
probably there would be no legislation and the
existing requirement would stay in effect.
For the time being, the reported demise of the
second
language requirement can be regarded as greatly
exaggerated. However, one never knows what
will
happen as long as the Legislature stays in session.

IV. CONGRATULATIONS TO ERIK LAMPI AND BARB
RUPERT!
Two of our three Juan de Fuca Chapter candidates
for
WAFLT positions were elected this week to terms
on the
WAFLT Board. ERIK LAMPI begins a three-year
term as
WAFLT's Historian, and Barb Rupert takes a seat
on the
Board as an AT-LARGE BOARD MEMBER. Thanks

Tegucigalpa, Honduras to help victims of Hurricane
Mitch with housing relief efforts through Habitat

Humanity. We are having a BENEFIT DINNER

SATURDAY, MAY 8 from 5 to 7 p.m. The recommended
donation is $5. Come eat a burrito.
Help build a
house!
Proceeds will be used to help supplement travel
costs,
in-country costs, and building supplies and materials.

VIII. FILM FESTIVAL UPDATE
Queridos socios:
Several things have occurred, and they should
not be
too much of a problem. THESE WILL BE THE
LAST
CHANGES, and they are mostly beyond our control.
I. FILM TIME MOVED BACK TO 6:30 AGAIN!!!
Please
don't shoot the messenger. The Film Festival
has said
it CANNOT change again because the Seattle Times
has
published the time.
Because of this, we will meet for the Potluck
at 5:00
p.m. at Dandy Porter's. I have sent directions
and
addresses for Dandy Porter's and Pacific Place
Cinemas.
If you need Dandy's directions again, contact

is at 600
Pine Street downtown.
II. EL CENTRO TOUR POSTPONED. Paloma,
Sonja, and I
spoke (Steve has been unavailable and not at
school)
after we were contacted by the WAFLT Board.
All four
of us sit on the WAFLT Board, and there is an
all
weekend retreat. They would like us to
attend most of
it, although they understand that we need to
cut out
at 4:00 on Saturday to be with you at Dandy's
and at
the film. They have, however, asked us
to postpone
the Centro tour. People can e-mail and
say if they
prefer to have this tour before school gets out
or in
the fall.
We are so sorry!

asking why we
have not ha drecent BOLECTRONICOS. I have
no good
answer. I've been looking (and finally
found) a house
in the Pullman area, and I've been out of my
head
caring for kittens. Three cuddly kittens
(one half
Siamese, one gray tabby and one that is very
interesting looking are still available)-- contact
me!
